Irvin Announces PENNVEST Funding for District Projects

October 21, 2026

HARRISBURG – Rep. Rich Irvin (R-Franklin/Huntingdon) today announced the approval of a $2.2 million grant and $22.25 million loan for two Pennsylvania Infrastructure Investment Authority (PENNVEST) projects in the 81st Legislative District.

“Significant funding is being invested in Franklin and Huntingdon counties to help manage farm waste and make needed upgrades for a local water authority,” said Irvin. “This type of infrastructure may not be something most people think about, but it is vital to protecting our environment and public health and ensuring everyone has access to an ample, clean water supply.”

The first project is a grant for the Huntingdon County Conservation District at Way-Lynn Farm. The funding will be used for the construction of two roofed heavy-use areas, a concrete liquid waste storage facility, underground manure storage and waste transfer line. The existing earthen manure storage will then be deconstructed.

The second project is a low-interest loan for the Bear Valley Water Authority. Funding will be used to construct a membrane filtration skid, a neutralization system, a finished water pump and two new pumps, upgraded to increase pumping capacity. Water main distribution piping will also be replaced with a larger diameter pipe.

PENNVEST is a financing authority that provides low-interest loans and grants to address water, wastewater, stormwater and non-point source pollution problems that impact public health, safety, the environment, regulatory compliance and economic development.
